Appropriates $101,169 from the State General Fund to the Bureau of Family Health Services of the Health Division of the Department of Health and Human Services to fund 25 diagnostic clinics for fetal alcohol syndrome in northern and southern Nevada as part of the Perinatal Substance Abuse Prevention Initiative.

Revises the provisions governing when a child is in need of protection because he is affected by alcohol use, illegal substance abuse, or has withdrawal symptoms resulting from prenatal drug exposure; providing a penalty; and providing other matters properly relating thereto. Revises provisions governing abuse or neglect of children – Amending 4032B.170 to allow sharing of information with other state and local agencies if the purpose of the sharing is for the development of a plan for care, treatment or supervision of a child who has been abused or neglected, or an infant who is born and has been affected by prenatal illegal substance abuse or has withdrawal symptoms resulting from prenatal drug exposure…
